There can be few of man’s inventions that have that have been such a failure as the planning system. In almost any village town or city, the half dozen most depressing places will be the result of the planning system. The half dozen most attractive places will have been constructed before the Planning system was invented.
If after introducing the national health service, we’d discovered that life expectancy had halved: we’d soon have spot something was wrong. But we’ve not yet spotted this with the planning system.
Goethe thought that ‘the intelligent man finds almost everything ridiculous, the responsible man hardly anything.’ By responsible I’m sure he meant the modern local authority style paper-pushing bureaucrat. There is no policy so pointless the average Town Planner would hesitate to implement it. But attempting to achieve a high quality environment is way beyond Council Planners.
The man in the street might assume that the purpose of the planning system is to help create, or at least preserve, successful and attractive spaces. But most planning departments are as much use as a chocolate fireguard. The system was devised during and after the Second World War, when Britain was at its most socialist stage: the system was aimed a directing society and the economy. That’s no longer its main purpose; – but what is its purpose? If you suggest to most planners that they should ensure high quality designs they look very worried: they’ve not joined local government to do anything useful. That would take skill, experience and intelligence. They’ve become local government officers in order to tick boxes, work minimum hours, draw a secure salary each month, and a gold-plated pension later.
